Please tell me how the ‘moving’ effect is done. It’s usually used in drawing animations and what not, but I can’t seem to find a tutorial anywhere, any help? please!

It’s done in photoshop. There should be an animation window. Open it up and you should see a timeline of frames. Make your picture. Then make another frame, and change the picture. Make a third frame, change the picture. Keep doing this until you think it’s done. Then you should be able to go to the beginning frame and play it and see what it looks like, then you can export it as a . gif
In this particular gif, it looks like the he just moved the lines and the shadow slightly
so make your picture on one layer in photoshop, and everything you want to move on a second layer, to make things easier. So he probably made guy on one layer, the lines on another and the shadow on another. Then just moved it with each frame
