In super mario sunshine which comes first Noki Bay or Sirena Beach?

I was playing and i unlocked both of the portals (or whatever u wanna call em). I unlocked noki bay first but some one told me it was the other way around. Plus noki bay is harder than the hotel…

   I unlocked Noki Bay first as well.
