Yes, this is a very good area. The Gramercy Park/Kips Bay Area all have tree-lined streets and is covered by NYPD’s 13th Precinct.
The area you’re looking at is just below the Midtown Tunnel and is close to 34th Street, which is a major thoroughfare to cross the island of Manhattan.
There are quite a number of brownstones in this area and very quaint shops on the side streets. You will also find Baruch College on E. 25th Street between 3rd & Lexington Avenues. There are also 4 “hidden” streets in the area, Sniffen Court, Broadway Alley, Mt. Carmel Place, and “New” Street (Hasn’t been given a street name yet).
It’s exremely safe. I work in the neighborhood, so I know. Honestly, though, it’s not the most exciting area to visit and access to transportation around there is pretty limited. Unless you have a good reason for a hotel there I’d choose something more centrally located. Anywhere in Midtown is extremely safe, and more convenient to most things in the city.

Of course NYC is a big city and anything is possible but it is a very safe neighborhood.

I wish I could afford to live in Gramercy Park. Nice neighborhood as well as Kips Bay. It’s residential neighborhood.
