My pocket money is around $20k usd and there will be 3 of us.
What are the good hotels and restaurants? not the too expensive ones and definitely not fast food.
Also what are the price range for a safari tour? Any recommendations?

20K is more than enough for South Africa. Good restaurants in Cape Town are down at the waterfront, Quay 4 is great for the King Prawns. There is nice Mexican place that sells ice cold beer, so that is always good for a pit stop.
To go on Safari is within your budget. If you want you can fly up to Jo’burg and drive 3 hours to Kwafubesi – http://www. safariguideafrica. com/kwafubesi. php or you can stay around Cape Town, and just drive 2 hours and go to Grootbos – http://www. safariguideafrica. com/grootbos-safari-lodge. php
If all else fails, you always have the winelands and they are just as much fun, perhaps minus the animals.
Safari tours can be on the expensive side and the best ones to do are further in land. I think there are a few private game reserves outside of Cape Town, but they would be super expensive. If you want to visit a nature reserve and see some nice animals I suggest the Bontebok nature reserve near to Swellendam.

Best to rent a car for long drives, I cannot suggest the best and cheapest car rentals, but here is a map of nature reserves:

If you like walking, get a map and do a walk from Kirstenbosch:

You must try delicious fish and chips in Hout Bay at either Fish on the Rocks or Snoekies in the harbour. Worth the drive just for the view.
Instead of hotels, why not stay at a B&B or guest house?
